Gabon has twice cut national connectivity around political crises — during the 2019 attempted coup and again during the August 2023 coup, when the internet was severed and a curfew imposed. Ordinance No. 00000015/PR/2018 covers personal data protection on paper, but interception powers are broad and the market is concentrated between Gabon Telecom (Moov Africa) and Airtel Gabon. A VPN is the standard means of maintaining access during disruptions.
