Senegal cut mobile internet and restricted social media during the 2023 and 2024 political unrest, with authorities citing security concerns — a significant step for a country long regarded as one of West Africa's most stable democracies. Law 2008-12 provides a data-protection framework overseen by the CDP, but interception powers are broad and Orange (Sonatel), Free and Expresso carry nearly all traffic. Encrypted tunnelling became widely used during those shutdowns.
