Kosovo's Law on Personal Data Protection (No. 06/L-082) is aligned with the GDPR and supervised by an independent Information and Privacy Agency, part of the country's broader EU-approximation agenda. Practical challenges remain around enforcement capacity, and operators IPKO, Vala (Telekomi i Kosovës) and Kujtesa retain subscriber metadata under lawful-access rules. Kosovo's unusual status — it is not in the EU and lacks universal recognition — also means some international platforms and payment services treat Kosovar IPs inconsistently. A VPN resolves much of that friction.
