Togo cut internet access during the 2017 anti-government protests and restricted it again around the 2020 election, and the country was named in the Pegasus Project reporting over the targeting of Togolese activists and clergy with NSO Group spyware. A 2019 data-protection law exists on paper with an oversight authority, but enforcement is limited and Togocom and Moov Africa carry nearly all traffic. Encryption is a practical safeguard.

Connection troubleshooting
