Ethiopia has imposed some of the most severe internet restrictions on record: the Tigray blackout that began in November 2020 ran for roughly two years, the longest deliberate shutdown ever documented, and nationwide or regional cuts have recurred around exams, protests and conflict in Amhara and Oromia. The Computer Crime Proclamation No. 958/2016 grants broad interception powers, and Ethio Telecom's long-standing dominance means most traffic crosses a single state-linked network.
