Kenya's Data Protection Act 2019 created an Office of the Data Protection Commissioner and is one of Africa's stronger privacy regimes, though it sits alongside the Computer Misuse and Cybercrimes Act 2018, parts of which were challenged in court over free-expression concerns. Kenya has also seen connectivity disruptions during protests, and Safaricom's dominance concentrates a great deal of traffic and M-Pesa data in one place. Encryption is a sensible default.
