Zimbabwe shut down the internet nationwide during the January 2019 fuel protests, a move later ruled unlawful by the High Court, and the Cyber and Data Protection Act (2021) combines a data-protection framework with broad cybercrime provisions that critics say criminalise legitimate speech. Econet, NetOne and Telecel operate under extensive lawful-access obligations, and data costs are among the region's highest. Encrypted tunnelling is common practice.
